      Menangle Park zone substation

      To ensure an affordable, safe, and reliable electricity supply that supports future growth in the Greater Macarthur Growth Area, we are proposing two projects for the Menangle Park zone substation.

      Project 1: Menangle Park feeder

      Overview

      Endeavour Energy proposes to establish a new 66kV underground feeder, 85U, from TransGrid’s Macarthur Bulk Supply Point to the proposed new permanent Menangle Park zone substation. 

      The feeder will be located on Fitzpatrick Road, within Lot 41 of Deposited Plan (DP) 1285744, Lot 2012 DP1234643, Lot 2008 DP1234643, Lot 32 DP1105615, Glenlee Road (road reserve), Lot 32 DP 1105615 and Lot 31 DP1105615. The site is within Menangle Park, approximately 49 kilometres southwest of the Sydney CBD and about 1km east of the Nepean River.

      This project does not require any ancillary facility during construction.

      The need

      This proposal will strengthen energy reliability and service the growing residential and commercial developments of the Menangle Park region. It represents a key infrastructure upgrade that will support the area’s future energy needs.

      Review of environmental factors

      As the Authorised Network Operator and proponent, Endeavour Energy have assessed the project considering all environmental, technical, financial, and community impacts. Under the NSW Environmental Planning and Assessment Act 1979 (EP&A Act), Endeavour Energy is the determining authority. In accordance with Part 5 of the EP&A Act, a Review of Environmental Factors has been prepared, outlining:

      • Proposal description and justification (including benefits and objectives)
      • Overview of the relevant legislative framework
      • Consultation completed during the assessment phase
      • Consideration of alternatives
      • Environmental impact assessment and mitigation measures for construction and operation

      Community correspondence 

      Stakeholder input and feedback are important parts of the environmental impact assessment process. Stakeholders and nearby landowners will be notified of construction works ahead of time. Any planned electricity outages will be communicated to impacted customers and kept to a minimum.

      If approved, a Notice of Determination, containing the development consent conditions and authorising the construction works, will be issued by Endeavour Energy.

      Project 2: Menangle Park zone substation upgrade

      Overview

      The new zone substation is located on Fitzpatrick Road, Menangle Park. 

      The works include:

      • Upgrade of the existing mobile substation to a permanent facility, with two new transformers (and space for a third) and a permanent building for electrical and control equipment
      • Decommission and removal of the current interim substation
      • Construction of supporting infrastructure, including a driveway, lighting, drainage, and connections for water and sewerage
      • Implementation of security measures such as fencing, gates, signage, and an 11.5-metre pole for lightning protection
      • Installation of safety systems, including fire management, emergency showers, earthing, and a battery backup system
      • Establishment of a communication system, with a 15-metre-tall antenna
      • Landscaping of the site

      The need

      As a result of expected growth in the region, the current mobile substation does not have the capacity to meet anticipated demand beyond 2027. Located on Fitzpatrick Road, Menangle Park, this new zone substation upgrade will provide a new diversified 33kV electricity supply, securing an adequate long-term electricity supply for current and future residential and commercial customers in the Greater Macarthur Growth Area. This will support urban renewal and new land releases in the areas south of Campbelltown (such as Appin, North Appin, and Gilead) that have been identified for substantial growth within the Greater Macarthur 2040 Interim Plan, which projects approximately 40,000 new homes by 2056.

      Review of environmental factors
