Overview

We're proposing to upgrade 2.7 km of overhead conductors, in two sections, between the Nepean transmission substation and the Smeaton Grange switching station. 

Section 1

The first section of the proposal is not on lands reserved under the National Parks and Wildlife Act. The line upgrade would run from Smeaton Grange Switching Station on Bulette Drive to Main Street to Mt Annan via an existing easement. The easement runs parallel to the back end of Downes Crescent, Waterworth Drive, crossing Narellan Road, continuing parallel to Main Street and finally crossing Main Street.

Section 2

The second section of the proposed line upgrade, is on land reserved under the National Parks and Wildlife Act. It would run from the northernmost point of William Howe Regional Park, behind 20 Edward Howe Place, Narellan Vale. It travels in a straight line through William Howe Regional Park, finishing adjacent to Liz Kernohan Drive (behind Cassidy Street in Spring Farm).

This will involve replacement of:

  • Three 13.2m timber H poles with taller 14.7m timber H poles
  • A 16.15m timber three-pole structure with a taller 16.4m high steel three-pole structure, and replacement of three stays that support it
  • Approximately 2.7km of overhead “Lime” conductors in two sections with high tension low sag “Brussels” conductors

The need

Currently, there is insufficient capacity on the Nepean transmission network, to supply forecast growth in demand to Denham Court, Smeaton Grange and South Leppington. Load in the area is expected to increase from 50MVA, to over 200MVA, in the next ten years. This proposal is part of works required to increase capacity in the Nepean transmission area and to provide a stable and reliable source of electricity to the community, as demand grows. The proposed conductor replacement and changes in pole height will sufficiently increase capacity of the electricity distribution system, to help service future load demand in the area.

 

Review of environmental factors

As the Authorised Network Operator and proponent for this proposal, Endeavour Energy will undertake an assessment of the project in consideration of all environmental, technical, financial and community impacts. Under the NSW Environmental Planning and Assessment Act 1979 (EP&A Act), Endeavor Energy is the determining authority of the proposal.

In accordance with Part 5 of the EP&A Act, Endeavour Energy has prepared a draft Review of Environmental Factors (REF) which outlines:

  • The proposal description and justification (including benefits and objectives)
  • An overview of the relevant legislative framework
  • Consultation completed during the assessment phase
  • Consideration of alternatives
  • The environmental impact assessment and mitigation measures to be applied during construction and operation of the proposal

Community correspondence

Stakeholder input and feedback is an important part of the environmental impact assessment process. Stakeholders and landowners located close to the proposed site will be notified of construction works ahead of time. All impacted customers will be notified of any planned electricity outages required to safely facilitate the development, which will be kept to a minimum and be as short as possible.
